No one can promise you front page positioning on any search engine. Now if they have a good success rate at doing so they can say for example 80% of the time I get companies on the front page of Google.
There is no promises or guarantees, however most people understand this and are comfortable with this. It takes months to get up there as well but every company needs to be online.
